Mr. Peter J. Tragakis, a member of the Senior Executive Service, is the Director, Communications Systems and Chief Information Officer for the U.S. Special Operations Command (USSOCOM), MacDill Air Force Base, Florida. He is responsible for developing USSOCOM’s Information Technology strategy and is the capability sponsor for the Command’s C4 portfolio. Mr. Tragakis is also responsible for operating and maintaining USSOCOM’s global SOF Information Enterprise providing support to more than 90,000 special operations personnel. A native of Danvers, Massachusetts, Mr. Tragakis enlisted in the US Army Reserves in 1986. He received his commission in 1990 through the Army Reserve Officer Training Corps at Bryant College in Smithfield, RI. Prior to this assignment, he was the Vice President of ARMA Global Incorporated, a wholly owned subsidiary of General Dynamics Information Technology. He has served in command and staff positions within the C4I arena throughout his career and deployed in support of OPERATION JOINT GUARD, ENDURING FREEDOM, and IRAQI FREEDOM.

Sonia Hammons is an Acquisition Division Director with the U.S. General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services (AAS) Defense, SOCOM Sector. She leads the SPEAR portfolio across the full acquisition lifecycle, with responsibility for the people, strategy, and contracting execution supporting a multi-billion-dollar portfolio serving U.S. Special Operations Command (USSOCOM), with mission effects extending across its components and Theater Special Operations Commands (TSOCs). With more than 22 years of federal acquisition experience, Sonia has supported the Special Operations Forces community since 2009. She began her career with the U.S. Air Force at Robins Air Force Base, where successive acquisition assignments led her to the Special Operations Forces/Personnel Recovery mission, supporting fixed- and rotary-wing programs, including Dragon Spear. She later spent nearly eight years within USSOCOM as a Procuring Contracting Officer supporting multiple Program Executive Offices. Today, she continues to support multiple USSOCOM PEOs from GSA, bringing experience from both within the command and as an acquisition partner supporting it. At GSA, Sonia has served in senior program management and acquisition leadership roles, including Program Division Director and Acquisition Division Director, and continues to hold an unlimited Contracting Officer’s Warrant. Her leadership centers on people and mission, with an emphasis on building empowered, accountable integrated product teams (IPTs) that are trusted to execute. Sonia believes effective acquisition requires discipline, adaptability, sound judgment, and a willingness to make informed decisions. She values early and transparent government-industry engagement and views industry as an essential mission partner in understanding the art of the possible and closing critical capability gaps. Her approach balances structure and predictability with the flexibility needed to deliver high-quality, best-value capabilities while considering cost, schedule, performance, and risk. The daughter of a retired U.S. Air Force veteran, Sonia grew up largely overseas in the military community. She is also the wife of a U.S. Marine Corps veteran, a mother, and a grandmother. Her lifelong connection to military service continues to shape her commitment to public service and the defense mission.
